Additionally, mandatory energy audits would be introduced for large firms and requirements established on smart metering and billing. The draft law further attempts to address the untapped potential of combined heat and power (CHP) and district heating and cooling, by obliging EU Governments to adopt national high efficiency heating and cooling plans by 2013, and introduce measures to develop the necessary infrastructure. For the public sector, an obligation to renovate to cost-optimal levels 3% of its building stock annually is proposed, as well as obligations to purchase high efficiency performance products and buildings. On the issue of a legally binding target for the EU in energy efficiency, the draft law includes a possibility of revising the current 20% reduction goal for 2020 to make it mandatory by the end of June 2014, only if there is insufficient progress towards the current indicative target. In the meantime, Member States would be expected to set national efficiency targets for 2020. |
